Innovativer Ansatz eines Bibliothekshaushaltes in Zeiten publikationsabhängiger Lizenzverträge

Abstract

With the Open Access transformation, the cost basis for scientific journals is increasingly shifting towards publication-based models. Additionally, the budgets of academic libraries are stagnating since many years and the German Research Foundation (Deutsche Forschungsgemeinschaft) and the German Council of Science and Humanities (Wissenschaftsrat) are demanding an information budget. All of this has led to changes in the established budget models of academic libraries and on how money is used. This article explores the viability of a budget model that allocates funds for the journal sector exclusively on a publication-based basis. A central journal article budget for all journal and publication-related costs, shall combine various funding sources, including subject-specific journal budgets of the library, Open Access funds, and contributions from authors. At the same time this central budget will cover all costs concerning access of and publication in scientific journals. The integration of all financial flows in the field of journals thus represents an initial step towards introducing an information budget. The central aspects of such a model, including the necessary budget and financial structure, as well as cost allocations based on various criteria, are illustrated using the publication volume of the RPTU University Kaiserslautern-Landau.
