CARE Principles for Indigenous Data Governance

The CARE principles call for a more systematic and reflected consideration of ethical issues, power dynamics, and historical contexts related to the management of research data. These principles complement the existing FAIR principles, which focus primarily on the properties of data and data exchange. However, the fact that the CARE principles were developed by the Global Indigenous Data Alliance specifically for the handling of indigenous data has been largely disregarded in the current usage of CARE in the German-speaking world. A thorough examination of the context in which the principles were developed has been lacking and it is not yet well understood how CARE could be transferred to general questions of responsibility or solving ethical questions in the context of infra- structure development and data management. This paper is intended as a contribution to the debate. It outlines the context in which the principles were developed and the related concerns regarding their potentials and limitations as a general framework and ethical guideline for working with research data.
